My yard near Charles River Village stays wet well into spring. What can I do?

Low ground near the Charles holds water, and older drainage around it does not move it fast. We start with grading and drainage, aerate to break up the compaction, and pick grass that tolerates wet feet. We also hold off the first mow until the ground firms up, so the mower does not rut the lawn.

Can you still water my lawn with Needham's drought restrictions in place?
